Congress appears on the verge of passing two sweeping measures, President Biden’s Build Back Better Act (BBBA, HR 5376) and the bipartisan Infrastructure Investment and Jobs Act (IIJA, HR 3684), but negotiations continue in an effort to add key provisions that are not included in the BBB Framework released last week, including a national paid leave program.

Dear Member of Congress:

As a constituent, business leader and one of the 250,000 businesses represented by the American Sustainable Business Council, I’m writing to urge you to include a national paid leave program in the Build Back Better Act (BBBA), HR 5376.

ASBC and I strongly support quick passage of BBBA and the bipartisan Infrastructure Investment and Jobs Act (IIJA), HR 3684 as making critical investments in dealing with the climate crisis, strengthening human infrastructure and rebuilding our physical infrastructure.

But to fully realize the economic benefits in BBBA, we believe it is important to remove the United States from the short list of nations that have no paid leave program. Paid leave will help small businesses be more competitive in hiring with larger companies that can offer these benefits; it will improve employee morale and productivity; it will help bring workers, especially women, back into the workforce; and it will improve consumer confidence and help boost our economy.

A study conducted by ASBC and Panorama released in late 2019 (https://asbc.salsalabs.org/thebusinessimpactsofpaidleavereport/index.html) also shows paid leave programs have no worse than a neutral return on investment, but often produce positive results to ROI.

I urge you to vote for both HR 3684 and HR 5376, but with a national paid leave program that to help workers, businesses and our economy.
