But too often, the foundational rules that govern our economy allow irresponsible actions to go unchecked and end up rewarding damaging practices. They let irresponsible firms externalize their costs like climate damage and safety net-dependent workers onto the rest of us. Tax breaks, regulatory carve-outs and other “corporate welfare” programs do little to incentivize responsible behavior. Shareholder primacy dominates, while scant attention is paid to increasing wages or enabling more workers to own a piece of the economy.
